The best "trick" I know of pertaining to building code loopholes is with Florida.
Last spring Diane and I were at a meeting in Ft. Lauderdale. We took a water taxi tour of the billionare's homes on the canals in town. Coming up by one 12 million dollar house under construction, the guide pointed out that there was a section of one old cinder block wall still standing from the old structure in the middle of the new house. He said in FLorida if you retain a part of the old wall it is considered remodeling and thus you have less inspection/permit hassles and costs. Nearly every builder does it and eventually covers the old wall up in the new multi million dollar structure!
