Honestly, it's hard to tell from the pictures how sloopy the swivel mechanism might be, but it's a pretty primitive setup so it's easily repaired (if it even needs it). The important thing would be that it's a original, and it's pedigree. Any original documentation and history on it makes it more valueable as a collector item.
It dosent look like it was a fleet vehicle, that could be good or bad depending. Fleet vehicles usally receive regular service, but are sometimes used for extreme rough duty. For example, mine was used for following Bulldozers down powerline roads with 6 55gal drums of diesel on a flatbed. There was'nt much left of it that was in decent shape except for the swivel mechanism, and I paid a small fortune for the truck (over $8k), and invested another small fortune into getting it to the point it is now. That's what happens when you buy stuff sight unsees except for pictures.
I guess I could have been like others on the forum and demand my money back (or a portion thereof), but I'm thinking the guy who sold me the truck in the first place is probably dead or in jail by now, and besides It's big boy rules with old power wagons.
