Can't speek for CA, but I have familly farming in VA and NC, and they are required to have hand wash stations as part of the port-a-johns setups that they now have to place in the fields/orchards...
And if you don't have them set up and functional, somebody will report your operation to the authorities (or worse, to some well meaning "do good" organization...).

And the migrants are eating out of the same field and orchards as the rest of us and have about the same level of concern for cleanliness as the multi-generation local who is working next to them...
