I have a friend who is a trucker, his past fuel costs are the basis of his rate charges. Some of his contracts are 1 year contracts which mean his fuel cost charges can be as much as 1 year old, on those contracts he is losing huge sums of money, not every contract allows for fuel surcharges, it's not a scheme but a matter of survival for him.
