If the head of the bolt broke off, it's going to take more than two nuts jammed together to get it loose without breaking the bolt off even closer to the block. Likewise, vise-grips or an easy out doesn't have a prayer of working unless you do some other stuff to loosen the grip of the rust, including heat and penetrating oil. Twisting the head off applied more torque than any other method could apply, so once the head's twisted off, you need to seriously reduce the friction in the threads before you apply more torque.
