Mopar Norm - Interesting Spotting in AZ

I'm out her on business at the Hilton near Phoenix. There are a whole load of doctored Grand Cherokees (wheelbase does not fit body, have coposite non jeep front ends, fill fittings underneath as well as modified exhaust complete with sensors), a modified Compass, and a pacifica that are filled with monitoring equipment and computers. Lots of gadgets underneath. Looks to me like an attempt at a fuel cell vehicle or hybrid. Any unofficial thoughts on this. Have lots of pics..
