OSHA was created in the early 70s, which to my knowledge was the waning years of the multi piece wheels on light trucks. Long before OSHA was even an idea, GI's and buck-toothed farmers changed their own wheels/tires and swapped their own lock rings. There were no special tools used, no mechanics/machinists to make sure rings weren't swapped, and no center punches to keep rings matched. My grandfather changed his own tires for 50 years on a logging truck and he never told me about this locking ring issue. And he taught me everything. If it could be done in the 50s without OSHA handbooks, it can be done now.
