If the rims are original, they are Semi-drop Center Rims that use the "6.50 S-16" split flange or lock ring. Alphanumeric characters should be stamped on the rim/flange.
You can use a flange from a different rim as long as it's the same type rim/flange. There were two types of 16 inch rims used, the "LTS" used on 1941 1/2 tons and the "S" used on 3/4 tons and PWs. You would not want to use a flange from a LTS-5.50 Rim on a S-6.50 Rim even though both rims use a 16 inch tire. The flange would probably mount on the 6.50, but it's made differently for the different 5.50 rim design. So as long as you have the "S" type rim/flange, you're ok.
To my knowledge, it's no problem using new flanges on the rims. VPW and MV parts suppliers sell them separate from rims. If it was a concern, you would not be able to buy the flange separately or they would need to advise you accordingly in using a flange from a different rim. Just ask the question when you order.
Besides the Military would not have procured units that would not allow interchangeability at time when interchangeability was a key factor!
