I've been going go to Drake nearly every week for years now, to a friend's place for beers and BS. So your brother is going to be a "canyon critter", eh? Not a flatlander, but not an Estes local either... Do you know which house he's going to live in(Drake's not exactly a big place)?
As to the feds, I don't know. But I do know I no longer will have to get emissions tests done on gassers coming this January. I've been told so by multiple DMV folks on mutiple occasions, and it's been a few years in the process that I've been reading about it.
