But they both have to meet restrictions at manufacture. That's probably reasonable, considering how small their smog contribution is compared to the auto, manufacturing, and energy industries.
I know that retail furniture finishs are less than 1% of the finish market. And there are no restictions on the smallest business users, even in SCAQMD regs. It's good to know that even amoungst bureacrats thare is a limit to how petty they get. Or we would need catalytic convertors on propane lighters...
