Hand sharpened drill bit?

An imperfedt job of hand sharpening a drill bit will make onkly one chip as you drill, and the bit will 'walk', making an oversize hole.

Good shop practice is to measure every bit. Extreme practice would be to measure a test hole. Mechanics need dial calipers too.
