They are probably track jacks. MofW use track jacks to lift the track up to do various repairs. They will lift a lot of weight but probably not a locomotive much more then an inch or 2 and then not be safe enough to do any work on it without the possibility of collapse. It would take a lot of power to ratchet that thing up enough to lift a locomotive.
