titles

i have 8 pws out side at my shop,the ones out side are mainly future projects and for parts,my 2 good ones are locked up inside.i do have titles and reg.for them 2 copies 1 in the vehicles and another copy in the house,all my reg. trucks have insurance they are reg. and insured as ant,my insurance states when not in use they are to be stored in a locked garage.to make a long question short ,what is preventing any one from getting a title on these even if they have all nescessarry info,in which any one can obtain
