Not necessarilly. It may create some restriction with a slight pressure loss, and a slight increase in velocity of the oil. A "pinch point" will not cause a significant pressure loss and flow restriction as say an undersized oil line which has a much greater loss and could have detrimental effects/oil starvation on the engine.
The 1/4" pipe ID is a nominal size and does not measure .250 inches. I do not remember the exact measure but it is somewhat larger. Check the 1/4" ID of pipe against the ID of a 1/2" hose and they are fairly close. Using 1/2" hose may be over engineering to some but to a hobby mechanic it is a good safety margin. Most aftermarket spin on filter assemblies have 3/4" NPT in and out connections and a little extra cooling doesn't hurt either.
