Starter pedal, par deux...starter arm length?

I've de-presticulated my pdeal parts. but If I hack a hole into my cowl where my template says, it will be way too low. I'm wondering if some Mexicaneer put in a starter with too long of an arm/fork and modifyed the pedal to make up for it? and hogged out the big hole to make room for the 'offset' pedal.

So, two things I need here, starter arm length from pivot bolt to end/ hole in end, and the proper size of the big hole in the cowl...
