Verizon (formerly GTE) took over rural areas that the Bell Companys did not want.
This lead to a lack of network developement on the part of Verizon because they have fewer customers in a geographic region, but a large overall persence thoughout the US.
Their old cable plant, i.e. facilities, have been paid off for decades, and you pay for that withthe ionstall charges. So the monthly amount you pay is just pure profit at this point. Repair for Verizon, if their fault, is a loss to them. They hate to cough up $$$, you would be amazed at how they react when I ask for a refund for business customers.
Other rural areas are served by non-profit co-ops that return unused $$ to their members.
We are in a Verizon area and they suck, chupa mas!
