If you get the gear on backwards, the fuel eccentric doesn't go on the end at all, so basically it only goes on the one way.
If there was a shim... and it's possible I lost something (thus my questions here) it would have to somehow take the tourque pressure and not allow that timing-gear to go back against the thrust plate. I don't see how it'd be possible to even get another part on the end of the cam, but you're right - there could have been a shim of somekind (not pictured in either book though) that I misplaced, or something else for that matter.
