spark at the points&not at the plugs?

HELP my 24volt m37 will not fire I have 24 volts at points that are new along with 24 at the coil, spark turning by hand,cap check from coil. Just can not get spark at the plugs. Im jumping the power by going from the 24 volt bat. term. to the distribtor.
