Looks like after a small slave cylinder rod adjustment (~1/8") I have the problem close to a resolution. I can now spin the tranny while in gear and the clutch depressed and have a slight clutch drag. I won't know for sure until I get the wiring done and check with the engine running, but it looks promising.

I had some play in the fork with out the return spring attached and have taken the play out to get to this point. Still wish I knew how much travel the slave cylinder should experience.
