you have moved the mass further out from
the center
the rim flange is out to a 10in radius as
opposed to the 8inch radius of the 16in wheel
and as part of the formula is based on the
square of the radius
8x8 = 64 10x10 = 100 thats a big increase
takes more energy to stop rotation & more to
start
