need transmission help!

well we are getting my 62 wm300 ready for fairfield. and i am working on the transmission.. it doesnt shift! so i took the top off and it still doesnt shift to the different gears.. the gears it self turn fine. just the shift lever.. whats wrong and how do i fix it??? thanks
