I'd wait a year. it takes a very long time for the cement to really be cured. It the new houses I do work in they usually put a dehumidifier in the basement and give it to the new owner. The basements stay damp for a very long time. If there is no moisture barrior below the slab, you will still get moisture coming up through and fogging your clear plastic test. I have that happening to my shop/basement floor which was poured in the 50s. It is slab on grade (gravel) so it is definitly wicking up through from the dirt under it.
