Question on transmission

A quick question on transmissions- I have an old style non synchro tranny on my B4, Im not sure I installed the top (shifter) properly. Where should the 2 forks go-between what gears when, say, its in neutral position. Its together but I cant shit it into all gears although I dont have the engine running yet.
