I have freed up and started two engines that were stuck for 10-15 years. After soaking with the Marvel Mystery Oil, remove the flywheel cover, and use a small bar with a flat blade to pry against the teeth on the flywheel, very gently at first, on each side of the bellhousing. After you get it freed up, it's a good idea to drain the oil from the crank case and replace it before you try to start it. I didn't do this on the first engine and it looked like I was burning tires in the garage. JH
