I've never had chemicals work worth a darn on multi-layers, there always seems to be one that's impervious. Best thing I've found is something called "Rapid Strip" by Norton similar to 3M "Clean and Strip", but Norton makes a disc for 9" grinders. Think of a big heavy, Scotch Brite pad. It doesn't plug up, lasts hours if you don't hit an edge.
I did the left side of my Carryall with sandpaper, it took 8 hours, spent more time changing clogged paper. Then I found the 3M product in a welding store, did the right side in 20 minutes. I can't find the 3M ones as discs, but the welding store has Norton, dunno if 3M makes them anymore, though they all make little ones like for die grinders.
I think the 7" cost $14 each. Looks like about 100 grit, so they eat paint but won't go through steel.
