The word "throttle" means to choke, or limit. It comes from an old word that meant to grab something (or someone) around the throat.
If the carb were left to its own, it would just open more and more, and the engine would race. To throttle something means to put a limit on it, so when you release the gas pedal, the throttle valve closes, and you are actually throttling the engine. Confused now?
