12 valve Cummins shut-off solenoid/starter question?

My bro-in-law just called me, is working on a 1995 Dodge Cummins 12V, saying it acts like the starter stayed engaged, and when they go to shut off the truck it acts like it keeps wanting to start.

He says it fried the shut-off soleniod on the injector pump.

Anyone had this experience?

No, I dont have time to read the manual.
