1956 PW carb?? Throttle open?

I've just rebuilt my carb on a 56 PW and noticed that the accelerator pump spring holds the throttle open. Granted the main return spring is not attached. The carb is a Carter DTE2. It seems I'm over looking something. Thanks for the space, Jim
