In a tight spot, depending on which way you can get at it from, a cold chisel may work. Many old mechanic books refer to using a cold chisel to cut off rivet heads. This is the kind of work that separates a chisel made of good steel, properly heat treated, from the cheap chinese ones that seem to be made out of used re-bar. Hold it at an angle so the bevel is flush against the frame. A 3-lb drilling hammer is good to drive it with. I can't say it's fun, especially laying underneath a rusty vehicle, but it's worked for me sometimes when I didn't have any better options.
