If you still have the drum on you will need to rotate the brake shoes to their inner most alignment position to clear the wear ridge.
He's right about the seals, one goes under the Flange, sliding down over and sealing the axle itself (seems pointless, but it really works!) the other is in the back of the hub, and merely keeps junk out of the greased bearing.
Sounds like the outer flange gasket that rests right behind the flange leaked, allowing the axle oil into your hub.
