On the surge hitch on mine I can activate the brake-away cable attached to a lever that forces the piston plunger to lock the brakes when rolling forward. When rolling backward, if I push on the lunette it locks the brakes. If I don't want to lock them rolling backward I have a bolt I slip in a hole that prevents the plunger from pushing back into the master cylinder. Then I can push backwards on the lunette without locking the brakes.
Yes it locks both wheels so you do loose the wheel independent braking but I have never needed that. Please bear in mind that I also have a tongue jack that I welded on that has two wheels on it(wheels swivel). This makes it easier to spin with the wheels unlocked.
