The old fuel pumps incorporate a bowl with a screen. Even the ones that don't have a glass bowl have a shallow conical metal "bowl", which serves the same purpose. If you take it off, you'll see there's a screen inside it. This tells me that the screen and sediment/water bowl in the fuel pump was intended to be the first stage of filtering. When I add a fuel filter, I always put it between the fuel pump and carburetor. I also always save any glass fuel bowl/screen assembly off of anything, because it's great to be able to tell at a glance if there's water or gunk in your fuel, and dump it out easily if there is.
