You have done everything that we advised. Now, comes the trick that we didn't tell you:
Even though a test light will indicate voltage, it often will not indicate that the solenoid or other component will pass sufficient amperage to do its job. So cleaning the contacts is good advice. Since you already tried a replacement solenoid, I agree that it's probably the motor.
One more test will prove that: take one jumper cable, and place on end on the + battery terminal. CAREFULLY place the other end of the jumper cable on the big power nut on the motor. The motor should run.
