I think it all depends on the application:

If the press fit is on the shaft, tight against the inner race, then press on the inner race.

Also, if its a two stage process, and the shaft to inner race is tight, as well as the housing to outeer race, I owuld press the shaft onto the bearing using the inner race, and when I ge to pressing the bearing into the housing, put the pressure on that otter race.

Correct?
