Loosen the adjusting screw nut, then loosen the screw (back it out), then SLIDE the rocker against the spring. However that won't help much because these valves already automatically rotate (to prevent wear). Standard compression perameters is 120-160 lbs. You are getting close, which leads me to suspect that whatever is stuck in there is simply oxidation that was the result in that valve being open for a long time. Anything greater than a 15% variation between cylinders is a concern, but for the purposes of just starting the engine ...before...you tear it down for no reason....I'd let is soak a tad more and see if the compression increases. Remove the spark plug and blowing some air in there might help also.
It sounds like it is reviving itself.
