I believe what you are seeing IS the water tank with a rail on top to hold the hose. It would be interesting to see it in person. I could very well have been a swivel frame at one time. For some reason the original running boards have been replaced. Could that have been the reason why - frame welded up and new one-piece running boards fabricated?
