Dodge produced the VC series early in 1940, basically militarised versions of the civilian VC Dodges. They made 25 VC 6 Carryalls (NOT 24) which you could probably claim to be the first series production of the type (as opposed to single units converted by aftermarket manufacturers) Don't have exact dates for the VC 6 production but my VC 3 is dated May 7th 1940 and was about halfway through the production run, so that is the time frame.
The messing about between American Bantam, Willys, and Ford over the jeep didn't start till several months later, with the first contract being awarded 25th July 1940 by the QM Corps so I think Dodge has this one by a nose. If you get a chance have a look at the video copy of "Army on Wheels" whcih is a good collection of VC and VF Dodge stuff. Although you do see and early 4 x 2 Chevrolet Carryall and an early GMC 6 x 6 in it, you won't see a jeep, a jerrycan or any of the later vehicle types. The VF Ddges are shown towing early Ben-Hur type trailers too.
Of course all these vehicles have their points, but I have fewer jeeps than I have Dodges.
