There are no easy shortcuts with rust. You have to cut, sandblast, and grind it all out and repair or replace to damaged parts. On body parts, the usual method is to cut out all rust and weld sheetmetal patches in. For cab mounts, you may be able to buy or fabricate replacements and weld them in place. Lots of work.

Keep safety in mind when dealing with rust, you are responsible for your own and those in the Yugo in front of you at the next stoplight. Inspect the frame rails, steering, and braking systems closely before driving. It's ok to have the engine die, but dead brakes or a steering box coming off of the frame could be a real bummer.

If you want to do your own welding, get a good welder and practice a bit on scrap metal before working on your own car. Welding takes practice.
