Fairly straightforward to shift these rivets.
I usually just grind the head off of both sides and pound the bracket off with a wedge chisel, then cut the exposed rivet shank again, drill 1/8" near the edge, and punch the remains out.
Most of the rivets I've worked on have been more than 3/8" diameter but less than 7/16" (OK 13/32" if you are being precise)and it is important to have a secure fit, so I use a drill to size the holes in the bracket and frame to be an exact fit on a high tensile bolt, and when the bolts and nuts are in I put a spot of weld on the exposed thread and then weld the bracket to the frame as well.
Got a couple of early 1/2 ton chassis that the army had repaired pretty much as I describe above - if not too neatly.
