Even if the wheel and tire are balanced, the hub may be out of balance. The BEST way to balance is with an old HUNTER on the car wheel balancer. Chrysler had a few models of this, BCE -510, BCE-512, ECE-7059H, ECE-7064, but all are made by HUNTER. Once balanced you CANNOT rotate the tires as they are balanced for that hub only. Also the hub can be ballanced at a machine shop with balancing equipment, mainly a high performance speed shop can do this on a flywheel balancer.
