Havin a hard time understanding what you mean by "RUST NEVER SLEEPS STUCK IN THE SIXTIES", but the process of rust which is carbon steel reverting back to it's original form which is iron ore does not occur under 32 degrees F. But for every degree above 32 it multiplies by fenominal rates, so rust occuring at like 70 degrees is like 750 times faster than that of steel at 33 degrees F. I'm not sure of the actual rates but was required to know it at one point when I got my Certification for Corrosion. It's to a power, not sure which power though.
