OK, I'll take a guess. Sediment tends to form in the bottom of the reservoir. The smaller the hole, the less likely it is to drop through? Unfortunately, the smaller the hole, the more likely it is to plug, too.
I recall having to remove the clutch master cylinder on a Saab 900 because the clutch slipped because the throwout bearing would not return fully. I solved it by opening the hole.
