It sounds like you want something with a close fit inside the bearing and a shoulder to drive the bearing with. Your socket+washer method would probably work, but individual sockets, even from Sears, aren't cheap. Pawn shops and 2nd-hand stores usually have a box of random used sockets, and if you pick a chinese one and point that out to the proprietor (assuming he has good ones in the box too), you can probably get it for half price. If you have a lathe, or know anybody with a lathe, it would be an easy matter to turn a piece of scrap steel pipe or shafting down to the exact size you want for the bore and shoulder, and it wouldn't take much skill on the lathe.
