Put tension on the 2 remaining bolts, lots but not enough to strip them too. Then whack the rim of the drum in an inbord direction, about between the 2 bolts. You want the drum to sorta pivot on the 2 bolts, converting an inward blow into outward thrust on the hub/drunm interface. Maybe whack it all around the edge. That ought to shock the rust loose. Failing that, remove the axle, then remove the hub and drum as a unit.
