I`m not as up on it as you Judd but I did notice the mayor who was putting down the president & others didn`t take steps to organise transit buses school buses, out of state buses, private limos & taxis to evacuate the sick, elderly, & people without transportation, immediately. It sounds like he is possibly one of the people in the article who waits for the Govt to do something even though he is part of the government. Keep in mind I wasn`t there so I probably shouldnt comment.
Living here in oil & gas country, in the foothills & mountains we do have emergency response plans. Every home, # of occupants including pets & livestock are in the computors & on the maps. Our search & rescue teams are well organised & trained. I am not boasting here, the bottom line is it all started without the Govt even aware of it by ordinary citizens who got together with the oilfield operators & worked very hard for several years to iron out the bugs, stage fake disasters etc before it got to where it is. We are threatened here with river flooding poison (H2S) gas, gas plants & pipeline ruptures. Our VFD guys are trained in fast water rescue, avalanch rescue, & are super fund raisers too.
I know it doesn`t compare to New Orleans, & its not an impoverished area (except my place)but it just shows how a dream of a couple of my neighbours mushroomed. A model of the plan is now used in communities across the province & has been scruitinized by reps from other countrys.
Now if that don`t get me in trouble this will------ I sensed there may be a bit of racism here. OK I got the armour on, George
