Caliper tools make it a little easier, in that you can turn the star wheel by hand instead of one click at a time with a brake spoon. I always just crank the adjuster, try the drum, crank the adjuster some more. Then you always have to adjust the last bit with the drum bolted on, turning the wheel by spoon til it drags just a little. First test drive should wear off the slight dragging.

No, a caliper won't help on the FFPW brakes. You need to adjust the lower cam to the actual drum, through the little port in the shoulder of the drum.

Can you buy brake spoons these days? Maybe bend a cheap screwdriver to use as a brake spoon. The bend will allow a full stroke (3 clicks?) without interference from the axle housing. Maybe grind the end concave too? so it stays on the star wheel?
