Look at the street light at the right hand side of the photo, follow the pole up to the roof of the apartment building, see the cupola and the handrail? That is a guard tower, Big Brother was making sure that no one tried to scale that wall. Notice the train tracks that used to go down the street, they are torn up and turn back into the east.
