Cleaning a sandwich type governor

I was rebuilding the carb on my 53 ffpw today and looked at the governor and noticed a LOT of varnish all over inside the valve body. Can I just submerge the governor in chem-dip like I did with the carburator or not? I do not have a rebuild kit for the governor and I am a little leary of disassymbling it. I thought, as long as I have the carb off, this would be a good time to clean it up. Any advice? Thanks.
