Have you followed the Shop Manual sequence is setting Pre Load ? Pre Load is done with shims on the top cap. The bottom cap has a gasket only. Are you replacing bearing/cup, bushing/cup with new parts. If not you may have wear you can see. My best guess from what you say is the pre load is not set to spec.
