What's up with this?

I'm deciding on wether to put a BB 361ci Dodge school bus engine in a International, or a IHC 304 V8. They are both the same difficulty as far as install goes, but the 361 has a air compressor, and what I thought would be more HP. But according to my books, the 304 generates 193 HP @ 4400 RPM, and the 361 generates 186 HP @ 3600 RPM.
Torqe= 304 is 273ftlbs @2800 RPM, and the 361 is 325 @ 2400 RPM.
What do these numbers really mean for a medium duty truck application.
Is'nt the 361 the wiser choice?
